Delete photos from iPhone but keep them in iCloud
With iCloud Photos on, you cannot. Apple says deleting a photo on one device deletes it from every device that uses iCloud Photos. To free space and keep photos in iCloud, use Optimize Storage, which keeps space-saving versions on the phone and the full-resolution originals in iCloud.
How deleting works
Apple's iCloud Photos page says changes on one device change on the others, and deleted items are "deleted everywhere that you use iCloud Photos". Deleted items go to Recently Deleted, where you can restore them for 30 days. After that they are removed permanently.
How to free space safely
- Open Settings, tap your name, tap iCloud, then Photos.
- Choose Optimize iPhone Storage. The phone keeps smaller versions and iCloud keeps the originals.
- Check that the photos you care about are in iCloud before deleting anything.

Importing into a vault with iCloud Photos on
Importing a photo into a vault app makes a copy in the vault. It does not remove the original. If you then delete the original from Photos to keep it private, iCloud Photos deletes it on every device, including from iCloud once Recently Deleted empties. If the only remaining copy is in the vault, that copy is your only copy.
StrongRoom can offer to delete the originals after an import. It asks every time, and Photos keeps them in Recently Deleted for 30 days. Because a Vault is not copied to iCloud or computer backups, make an Export Package of the Vault before you rely on it.
What this does not cover
Hidden photos are not treated differently here; they are deleted like any other. And deleting the photo from your library does not undo a copy someone else already received.
